Org. Setting and Reporting        
The UN Environment Programme (UNEP) is the leading global  environmental authority that sets the global environmental agenda,  promotes the coherent implementation of the environmental dimension of  sustainable development within the United Nations system and serves as  an authoritative advocate for the global environment. This position is  located in the Programme Delivery & Management Unit of the Law  Division (PDMU) in Nairobi, Kenya. Under the supervision of the Head,  PDMU, the incumbent will be responsible for the following duties:
         
Responsibilities
GENERAL ADMINISTRATION
– Monitoring and oversight of Division’s projects and liaising with  the relevant project managers. – Supervising a staff team and/or  provide advice to others on human resource administration, financial  administration and management information issues and practices to  colleagues. – Producing major/complex reports for management. –  Providing expert guidance and leadership to more junior staff. . –  Monitoring and taking initiative to identify and improve the  information systems and knowledge management in coordination with the  relevant UNEP and UNON offices. – Performing other related duties as  required, e.g., reviewing of Division’s operational travel programme,  adequacy of departmental space requirements and technology requirements
HUMAN RESOURCES MANAGEMENT
– Initiating and coordinating actions covering the entire span of  human resource activities, e.g., recruitment, placement, promotion,  performance appraisal, vacancies, job classification reviews,  separation of staff members, training, etc., ensuring consistency in  the application of UN rules and procedures. – Reviewing post  incumbency reports for purposes of vacancy management and staffing  table control. – Leading, overseeing and coordinating the preparation  and implementation of the work program and budget to ensure  compatibility with work priorities and objectives, taking into account  the most effective use of resources.
BUDGET AND FINANCE
– Initiating and conducting studies to improve budget reporting  systems and cost-effective utilization of program resources. –  Monitoring and controlling budgetary allocations through regular  reviews; drafting routine and ad hoc outputs; and providing effective  monitoring reports and data. Identifying deviations from plans and  proposing corrective measures. – Establishing and maintaining a set of  policies, procedures, standards and tools which are consistent with UN  policy and practice in order to ensure proper accounting, financial  management and control.
Performing any other relevant duties.

Education  
Advanced university degree (Masters degree or equivalent) in business  or public administration, finance, accounting or related area is  required. A first level university degree in combination with two  years of qualifying experience maybe accepted in lieu of the advanced  university degree.
         
Work Experience 
A minimum of seven (7) years of progressively responsible experience  in administration, finance, accounting, human resources management or  related field is required.
Work experience with the United Nations or other organizations  especially in the administration of Multilateral Environmental  Agreements and funds highly desirable.
        
Languages 
English and French are the working languages of the UN Secretariat.  For the post advertised fluency in oral and written English is  required. Knowledge of another UN working language is an asset.
         
Assessment 
Evaluation of qualified candidates may include an assessment exercise  which may be followed by competency-based interview.

The United Nations Environment Programme (UNEP) is the leading global  environmental authority that sets the global environmental agenda,  promotes the coherent implementation of the environmental dimension of  sustainable development within the United Nations system and serves as  an authoritative advocate for the global environment. At the 1992  Earth Summit in Rio de Janeiro, world leaders agreed on a  comprehensive strategy for ‘sustainable development’. One of the key  agreements adopted at Rio was the Convention on Biological Diversity.  The Convention establishes three main goals: the conservation of  biological diversity, the sustainable use of its components, and the  fair and equitable sharing of the benefits from the use of genetic  resources. The Secretariat of the Convention on Biological Diversity  (SCBD) is located in Montreal and is administered by UNEP.
This post is located in the Convention on Biological Diversity,  Scientific, Society and Sustainable Futures Division (SSSF). Under the  overall guidance of the Head of the Implementation Support Division  (ISD) and direct supervision of the Head of the Capacity Building and  Knowledge Management Unit (CBKM), in close collaboration with relevant  programme officers in the Secretariat, the incumbent performs the  following duties:
         
Responsibilities      
A. Leads, coordinates, plans and provides expert advice on the use of  Information Technologies to enhance the efficiency and streamlining of  all the operations and program of work at the Secretariat: a) Develops  IT strategies to increase the organization’s efficiency and the  quality of products and tools offered to internal and external  clients. b) Develops evidence-based documents, technical analysis,  recommendation reports and feasibility studies on IT matters. c)  Aligns the organization’s IT infrastructure and product architecture  with its strategic priorities within UN rules and regulations in  particular by identifying the need for new systems or by bringing  modification to existing systems. d) Enhances SCBD’s business  processes with technology by making them more efficient, convenient,  effective and reliable. e) Leads on the preparation and monitoring of  the organization’s IT budget. f) Contributes to the IT procurement  exercises and assists administration by identifying options, vendors  and contractors that supply infrastructure solutions and services. g)  Leads and manages the provision of the IT infrastructure and service  during CBD conferences including on-line registration, logistics, WiFi  access, security aspects, network infrastructure, side-events  registration, videoconferences, paperless and virtual meetings  services. h) Contributes to the managerial functions of the  Organization by preparing briefs, reports, studies and work plan  proposals to achieve organizational successes related to IT functions.
B. Coordinates the provision of IT support in implementing the CBD  website, the Clearing-House Mechanism (CHM) of the Convention, the  Biosafety Clearing-House (BCH) and the Access and Benefit Sharing  Clearing-House Mechanism (ABS-CH) as part of the integral components  of the central CHM to allow Parties to fulfill their regulatory  obligations under the Protocols of the Convention: a) Coordinates the  development of technical aspects of the central CHM including its open  Application Programming Interface (API) capable of interlinking  various internal and partner data sets. b) Contributes to the  development of common formats for reporting under the different  Protocols. c) Assists Parties and Partners in the online reporting and  technical implementation of data interoperability. d) Organizes  support in the planning and technical execution of the web and  communication strategies. e) Participates and supports the development  of a CBD knowledge management and information exchange strategy.
C. Coordinates, organizes and supervises the work of the Information  Technology team to deliver, in a timely manner, valuable products  aligned to the Organization’s strategy:
a) Liaises with Programme Officers and users on all aspects and  during all phases of development and implementation. b) Proposes work  plans to management for further prioritization of projects.
c) Tracks and monitors projects progress against plans, schedules,  time and cost estimates, metrics and performance measures and report  to management. d) Serves as the main liaison and represents the IT  Team in various internal and external committees and review bodies as  required. e) Provides leadership, guidance and mentoring for staff,  fosters teamwork and improved communications among all staff of the team.
D. Collaborates with relevant external organizations and partners to  facilitate the open sharing of information, data and IT services: a)  Maintains active liaison with relevant IT focal points of other  Biodiversity related Conventions to identify and collaborate on  synergies in data collection, reporting and analysis. b) Ensures  effective coordination with relevant IT focal points in various UN  agencies in order to maximize possibilities of Inter-agency  collaboration in the field of IT.
E. Performs any other duties assigned by the Head of the Capacity  Building and Knowledge Management Unit and the Head of the  Implementation Support Division.

Education        
Advanced university degree (Master’s degree or equivalent) in  Computer Science, Information Systems, Engineering or related field is  required. A first level university degree combined with an additional  two (2) years of qualifying experience may be accepted in lieu of the  advanced university degree.
        
 Work Experience        
A minimum of seven (7) years of progressively responsible experience  in planning, design, development, implementation and maintenance of  computer information systems or related area is required.
Three (3) years of experience, out of the seven (7) years, in the  public/private sector, functioning at the management level, with sound  knowledge of international IT practices and regulations, is required.
Experience within the United Nations System or comparable  international organization in carrying out administrative functions of  a Unit/Section, which would include preparation of budget/cost  estimates, reporting on budget/programme performance, procurement of  goods and services along with contract management, and the recruitment  of staff, is desirable.
         
Languages 
English and French are the working languages of the United Nations  Secretariat. For this post, fluency in oral and written English is  required. Knowledge of another UN official language is desirable.
        
 Assessment
